Analysis Notes

Cover
The Legion items are stuck in the very back of the book.  In newspapers and some magazines, that is a desirable position, as lots of people look at the back soon after the front.  In comics, editorial material and letters columns are usually shoved to the back, though, and there have been some notable layouts where ad positions have interrupted story flow so as to make some people completely miss a story epilogue (such as in Legionnaires Annual #2).  In this particular case, though, the content that occurs later in the book is that which occurs temporally later.
