Analysis Notes

22 Why, it’s a veritable Legion of Super-Pets: Superman as a dog (Krypto), Superboy as a chimpanzee (Beppo, but he should be a monkey), Batman as a dog (Ace the Bat-Hound), Supergirl as a cat (Streaky), Steel as a horse (Comet, but he should be white [although maybe that would be a politically incorrect transformation for a black man?]), and Mr. Mxyzptlk as a protoplasmic blob (Proty).
Note that the transformations (except for Steel and Mr. Mxyzptlk) largely match the Silver Age pet connections, although Beppo didn’t arrive until Superman was an adult, so perhaps Superboy and Superman’s animals should have been reversed?
Between the Joker’s madness, his Mxyzptlk-acquired powers, and the merging of universes that the Devil speaks of in this issue, the Joker may well have reached through Hypertime to acquire the templates for the animals.
