21-22 As indicated in the following issue, this is New London.
21:2 The character in the lower left is a Science Police officer.
21:3 Foreshadowing?  The familiarity probably means that Cary is Kyle’s descendant, although Donna Troy was also on his mind recently, so perhaps Cary reminds him of Donna.  (Or perhaps both. Only time will tell.)
22 In the preboot, there was a proscription against the presence of Green Lanterns on Earth.  This would seem to be the postboot equivalent of that.
