General Only 16:3 and 18:3 are dealt with here.
16:3 This would seem to indicate that Strata and Stealth — and by extension, other exiled members of L.E.G.I.O.N. — remained on Earth after the end of the R.E.B.E.L.S. series.  Alternately, they may have returned to Earth during Genesis as part of the alien armada, and have not yet gone back to Cairn.
18:3 The character behind Fate’s forelock is Strata.  The others cannot be identified, although the character one in from the right may be the rightmost character from 17:3, with the rightmost character here then being Robotman II.
