Although it is not mentioned after page 1, Jesse Quick is using a Legion flight ring for the bulk of this issue.  (Curiously, her father, Johnny Quick, was able to use his powers to fly.  Perhaps Jesse will master that skill at some point, too.)
1:2 This is a flashback to the end of The Flash #109.
1:3 This is a flashback to Impulse #10.  The characters are Iris Allen, Linda Park, Flash I, XS, Impulse, and Max Mercury (in the hospital bed).
1:4 XS offered to use her flight ring to act as Wally’s backup in battling Savitar.  Wally asked her to lend it Jesse Quick, as she was someone whose combat skills he was familiar with.
22 XS was left to guard Iris and Linda in The Flash #109, or she would surely be here with the rest of the cavalry.
