This is part of the 1992 summer annuals event “Eclipso: The Darkness Within”.  It started and ended with double-sized special issues, and ended up launching a short ongoing Eclipso series.
19:2-3 During almost the entire set of annuals, Lar Gand — this being prior to his assuming the name Valor — was eclipsed and immobilized in Eclipso’s stronghold on the dark side of the moon.  This earned him nicknames like “Lar Gand, the world’s mightiest mannikin.”
19:3 Eclipso’s plan was apparently to eclipse the world’s most powerful heroes and use them to conquer everything else.  Superman and Lar Gand would act as his point men, presumably, and he had to have both under control to keep either from stopping the other.
